Efektivitas Program Keluarga Harapan (PKH) dalam Upaya Meningkatkan Kesejahteraan Masyarakat (Studi di Desa Cakru Kecamatan Kencong Kabupaten Jember)

Tujuan penelitian ini adalah untuk menganalisis dan menggambarkan efektivitas Program Keluarga Harapan (PKH) Dalam Upaya Meningkatkan Kesejahteraan Masyarakat Di Desa Cakru Kecamatan Kencong Kabupaten Jember. Penelitian ini dilakukan menggunakan pendekatan penelitian deskriptif kualitatif, dan data yang digunakan dalam penelitian ini dikumpulkan dari sumber-sumber berikut: Pendamping PKH, Kasi Kesra Desa Cakru, dan keluarga penerima bantuan PKH (5 orang). Pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pertama, dengan menggunakan 5 (lima) indikator efektivitas program yaitu pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata, efektivitas PKH di Desa telah terlaksana baik dan sesuai ketentuan Peraturan Menteri Republik Indonesia Nomor 1 Tahun 2018 tentang Program Keluarga Harapan. Hal ini juga dapat dilihat dari jumlah angka anak putus sekolah yang menurun, dapat memberikan manfaat mengurangi beban pengeluaran keluarga miskin, tepat waktunya penyaluran bantuan, dan pengurangan jumlah penerima bantuan yang menurun cukup signifikan. Dalam pelaksanaannya PKH mengenai pemahaman program dan tepat sasarannya bantuan masih ditemukan permasalahan, yaitu keluarga penerima manfaat yang masih minim pengetahuan program, tidak tepatnya sasaran pendistribusian bantuan program, yang dengan ini tujuan dan perubahan nyata tidak dirasakan secara merata oleh masyarakat. Kedua, dalam tingkatan kesejahteraan masyarakat penerima bantuan PKH di Desa Cakru diukur dari indikator kesejahteraan masyarakat sudah bisa dirasakan dari pengadaan Program Keluarga Harapan. Dalam tingkatan kesejahteraan masyarakat masih belum dirasakan secara merata dan tidak seimbang, karena dari tidak tepatnya sasaran bantuan program.
