Inovasi Menuju Transformasi Digital dalam Pelayanan Publik Kajian Sistem Manajemen Pelayanan Desa (SIMPEDA) di Desa Balung Lor

Transformasi digital sebagian besar dilihat dari perubahan budaya yang mengubah cara pemerintah bekerja, berkomunikasi, dan memberikan layanan, tetapi juga dapat memiliki implikasi yang luas, termasuk mengubah struktur dan budaya organisasi. Salah satu upaya yang dilakukan Pemerintah Kabupaten Jember dalam melakukan inovasi dalam transformasi digital yaitu dengan diluncurkan aplikasi SIMPEDA (Sistem Manajemen Pelayanan Desa) untuk desa-desa yang ada di Kabupaten Jember, salah satunya Desa Balung Lor. Dengan adanya penelitian ini bertujuan untuk mendeskripsikan proses transformasi pelayanan sebelum dan sesudah adanya SIMPEDA di Desa Balung Lor. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan pengumpulan data secara wawancara, observasi, dan dokumentasi. Hasil dari penelitian menunjukan bahwa inovasi SIMPEDA penerapannya sudah berjalan sangat baik di Desa Bakung Lor dan mendapatkan manfaat dari inovasi ini meskipun ada juga dampak negatifnya. Selain itu menurut temuan studi, peneliti menemukan kelemahan Teori yang dikemukakan oleh Rogers tidak mencakup tentang Innovation culture (budaya inovasi) teori Rogers tidak menjelaskan bagaimana budaya inovasi juga membutuhkan perubahan perilaku dalam memberikan pelayanan dari manual menjadi berbasis digital.
